Allowing for a Jumper
Is there a simple way of allowing for a jumper / sweater when drafting for a winter suit, or is it just a case of taking separate "over the jumper" measurements...?

That's a great question. And I think you have found your answer. Certainly measuring over the jumper makes sense.
But keep in mind the draft finishes 4" plus over the waist. So unless it's a very thick jumper you should be OK.
