By forward hips I think you mean a posterior pelvic tilt. I have an anterior [opposite] pelvic tilt.
The way you account for them is you cut the pattern at the crotch point on both halves and in your case you PIVOT the pattern at the rearmost point of the cut, the issue is the amount of tilt to put in the pattern? This is governed by the amount of tilt. I would make the gap form a triangle of about 1" at the front edge, tape the pattern back together as a starting point.
But if you have excess cloth in the back this can be caused by an anterior pelvic tilt as your buttocks are flat and this allows sagging as you have too much fabric. Donald Trump has an incredibly pronounced anterior pelvic tilt, so anterior is but stuck out. Posterior if belly forwards.

Shorten the back rise by 3/4", lengthen the front rise 3/4". Standard alteration for sway back figures.
