Hem reinforcement. Is this correct?

I've followed how Rory did his on his video series. But instead of Silesia I used fusing. He laid his Silesia on bottom of the side panel vent to 3/4" above the fold line. Would this rule have been different if fusing was used? I ask because the fusing is more stiff than the Silesia he used and I imagine it would be difficult to keep folded with fusing. Should I have only fused below the fold line?

The pencil mark indicates the fold line. My seam allowance is 3/8" and there are no inlays if this information is any important.

Also, I see that Rory did not reinforce his back vents. Is there a reason why only the side panels are reinforced and not the back?
